Creating a Development Dynamic

The New York City-based Markle Foundation, in partnership with the United Nations Development Programme and Accenture, the world's leading provider of management and technology consulting services, has released Creating a Development Dynamic (86 pages, PDF), a blueprint for developed and developing nations to achieve a range of social goals through the use of information and communications tecnologies (ICT). The report, which summarizes the work of the Digital Opportunity Initiative launched in response to last year's G8 summit in Okinawa, proceeds from the assumption that, if left unmediated, unprecedented global flows in information, products, people, capital, and ideas will likely worsen "the spiral of poverty" that already exists in many countries. To prevent such a tragedy, the report recommends a policy based on "strategic intervention" in five critically interrelated areas: infrastructure, human capacity, policy, enterprise, and content and applications. A wake-up call for all of us.
